This study is about course evaluation in Swedish higher education. Performing course evaluation is regulated in Swedish law. Despite this, only half of the courses are evaluated. The aim of this study is to understand why satisfactory course evaluations not are performed. Problems are identified from a student perspective and the paper provides proposals for reducing the problems. In order to tackle the problems an evaluation process model consisting of five phases is proposed. A main message is that there is need for an increased government from the university’s management levels to revise the incentives for performing a satisfactory course evaluation.
